Head of Wealth Management, Singapore and
Southeast Asia, BNP Paribas
Career
Garth Bregman has led BNP Paribas Wealth Management Singapore & Southeast Asia since 2023, overseeing teams across Southeast Asia, NRI and International Market clients. He has been based in Singapore with BNP Paribas since 2012.
Garth was previously Head of Investment Services Asia and earlier led Discretionary Portfolio Management in London, The Netherlands and across Asia. He brings over 20 years of experience managing teams and advising UHNW clients, family offices and institutions.
He holds a Bachelor of Science in Actuarial Science and Philosophy, is a CFA charterholder, and earned an Executive MBA from INSEAD, graduating with distinction. He also holds a Master's in Comparative East-West Philosophy from the University of Hawaii.
Garth combines strategic insight with deep market knowledge, supporting BNP Paribas Bridge Foundation’s vision for institutional-strength solutions tailored to sophisticated philanthropic goals.

Founder, Plural Art Mag, Writer
Career
Usha Chandradas is a respected lawyer and tax strategist with experience across private practice, government service, academia and the arts. She is currently a Consultant in the Private Client and Tax team at Withers KhattarWong LLP, advising high-net-worth individuals, family offices and multinationals on wealth structuring, succession planning and complex cross-border matters.
She began her career in the Inland Revenue Authority of Singapore, later becoming a partner at a leading Singapore firm with expertise in tax controversy and cross-border planning. Usha has served on the IMF Panel of Experts and provides technical advice to governments on international tax legislation.
A former Nominated Member of Parliament, Usha is a passionate advocate for the arts and co-founded Plural Art Mag. She is Adjunct Associate Professor at Nanyang Business School and serves on several public boards.
Her multidisciplinary expertise across law, tax, policy and cultural advocacy strengthens BNP Paribas Bridge Foundation’s ability to serve global families navigating legacy, regulation and impact.

Head of Greater China Market Singapore,

Career
Ruth Chung is Managing Director and Head of Greater China Market Singapore. She leads the Greater China team in developing bespoke solutions for UHNW clients with complex cross-border needs.
She was previously Market Group Head for Greater China at Bank Pictet & Cie Singapore. Before that, she spent over 20 years at UBS, where she led Greater China Ultra HNW business units in Hong Kong and Singapore, building one of APAC’s most respected advisory teams.
Ruth also co-founded Sino Suisse Capital, an external asset management firm, where she served as CEO of the Singapore office.
She holds a Bachelor of Science (Economics) from the National University of Singapore and a diploma in Banking and Investment from The Institute of Banking and Finance, Singapore.
Her decades of client-facing leadership and insight into Greater China markets bring invaluable expertise to BNP Paribas Bridge Foundation’s Asia-focused philanthropic mission.

Career
Michelle Ng is Head of Legal, Singapore & Southeast Asia for BNP Paribas. An experienced legal professional with a deep understanding of complex legal and regulatory landscapes, Michelle leads a regional legal team applying expertise to all areas of coverage, including corporate and institutional banking, financial services and private wealth management.
Prior to joining BNP Paribas, Michelle started her career in Allen & Gledhill where she gained in-depth experience in banking and financial services practice and dispute resolution.
Michelle is committed to fostering a culture of legal excellence and innovation, helping to shape strategy in her work, and promoting corporate social responsibility and diversity, equity and inclusion.
Her expertise helps steward BNP Paribas Bridge Foundation across changing legal landscape and governance requirements.

Chairman
Yellow Ribbon Singapore
Career
Phillip Tan is a seasoned leader in governance, finance and social service, with over 30 years of experience spanning corporate advisory and public sector leadership. He currently serves as Chairman of Yellow Ribbon Singapore, supporting rehabilitation and reintegration of ex-offenders.
Previously, he was Chairman of Community Chest for nearly a decade, playing a pivotal role in scaling Singapore’s largest social-service fundraising agency. His service also includes long-term board roles on the National Council of Social Service and related committees.
Phillip was a partner at an international accounting firm and has held senior board roles across sectors including healthcare and finance. His approach is rooted in rigorous governance and civic purpose.
In recognition of his public contributions, he has been awarded the Public Service Star and the Meritorious Service Medal. His combination of financial acumen and mission-driven leadership makes him a valuable steward of BNP Paribas Bridge Foundation’s goals.

Chief Compliance Officer
BNP Paribas Singapore and Southeast Asia
Career
Winy Tijono is Chief Compliance Officer for BNP Paribas Singapore and Southeast Asia, overseeing compliance activities across Singapore, Thailand, Vietnam, Indonesia and Malaysia.
She brings over 25 years of experience in financial markets and compliance, having held leadership roles in Indonesia and Singapore. Winy joined BNP Paribas in 2012 as Head of Global Markets and ALM Treasury Indonesia, and later relocated to Singapore in 2022 to lead Financial Institutions Coverage before assuming her current role in 2024.
Earlier, she spent seven years at UBS Singapore and began her career at Deutsche Bank Indonesia, where she led institutional and corporate FX sales.
She holds a Master in Applied Finance from Macquarie University in Sydney.
Winy’s regulatory leadership and regional expertise support BNP Paribas Bridge Foundation’s commitment to best-in-class compliance and sound governance in managing philanthropic capital.

Career
With over 20 years of non-profit and philanthropy experience, Mae has first-hand experience raising funds and partnering both the private and government sectors in non-profit activities, having founded a Singapore-based charity to promote visual literacy and support emerging art practitioners. Mae also sits on various national panels and committees focused on social impact, the arts and philanthropy.
In 2022, Mae was named by Tatler as one of Asia's Most Influential for her lifelong dedication to philanthropy and visual literacy. Mae often speaks on topics in the areas of philanthropy and art and is a graduate of the National University of Singapore.

Career
Margaret has over 15 years of experience in philanthropy sector. Prior to joining BNP Paribas, Margaret administered charitable trusts for high-net-worth clients at a major private bank. She collaborated closely with charities in Hong Kong, and has experience in leading projects in China, India, Japan and New Zealand. Margaret also has an NGO background with an international charity addressing climate change issues in partnership with government and business leaders.
She holds an MSc in Environmental Science from the University of Aberdeen, UK and a BSc in Environmental Science from The Chinese University of Hong Kong.
